Electrifying Drayage Alliance Guidelines for Developing Local Roadmaps

These guidelines provide the common framework for all Electrifying Drayage Alliance (EDA) roadmaps. They are intended to help EDA leads, local implementation partners, and coalition participants develop roadmaps that are consistent in structure, comparable across regions, and tailored to local market conditions. Each port roadmap should use this framework to validate local facts and assumptions, identify priority opportunities and barriers, establish realistic targets aligned with EDA's 2030 ambitions, and define a practical sequence of actions and milestones. While the framework provides a common structure across all regions, each roadmap should reflect the unique operating environment, market maturity, stakeholder landscape, and deployment priorities of the port cluster it represents.
